About Community Collaborative Group 
 
Jamie Zembruski is a community development finance consultant and attorney based in Seattle, Washington. Ms. Zembruski founded Community Collaborative Group (CCG) to help mission driven clients win New Markets Tax Credit (NMTC) allocations and finance NMTC projects throughout the United States. She also assists clients with applying to become a Community Development Entity eligible to receive a NMTC allocation. The NMTC program is administered by the U.S. Department of Treasury and is designed to incentivize private investment in low-income communities.

Since founding CCG in 2009, Ms. Zembruski has written fifteen successful NMTC applications securing $655 million in awards for clients. Her clients have used their NMTC allocation awards to attract investments that provide high quality jobs for residents in low-income communities, in diverse sectors such as healthcare, social services, education, technology, renewable energy, green building, and forest product manufacturing. Prior to founding CCG, Ms. Zembruski was an attorney with Nixon Peabody LLP, where she structured and closed NMTC and Low-Income Housing Tax Credit transactions, and reviewed NMTC applications.

During her career, Ms. Zembruski has worked with over twenty-five non-profit, for-profit, and public agency clients to provide strategic advice on NMTC applications during the past eleven NMTC allocation rounds. She has also worked with investors, Community Development Entities and Qualified Active Low-Income Community Businesses to close dozens of NMTC Qualified Equity Investment and Qualified Low Income Community Investment transactions around the country.

 

Ms. Zembruski has served as a peer reviewer for the U.S. Department of Treasury's Community Development Financial Institutions program, the U.S. Department of Education's Promise Neighborhoods program, and the U.S. Department of Health and Human Services' Community Economic Development program. She has been a Partner with Social Venture Partners, focusing on collective impact efforts to close Seattle's educational opportunity gap, and an Advisory Board member of the Seattle University Youth Initiative. She has also served as a board member, advisor, and volunteer for community and youth development organizations in Seattle, Boston, and Washington, D.C.

 

Ms. Zembruski holds a J.D. from Georgetown University Law Center, a M.P.A. from Princeton University and a B.A. from the University of California, Berkeley.
